Cotton Acreage Law Deemed Unconstitutional In Texas
Judge Davis in Franklin blocks enforcement of House Bill No. 7 the Cotton Acreage Law ruling it unconstitutional. The ruling voids injunction against Fred L. Smith and signals appeal to the circuit court of appeals at Waco and possibly to the state court. The decision cites constitutional protections of private property due process and contract obligations and condemns the law as a climate aimed at fixing cotton prices.
