The Texas Industrial Congress weighs whether Texas can sustain dairying at costs lower than Wisconsin and Illinois plus freight. It analyzes feed costs, corn silage, sorghum, hay, and cotton byproducts, arguing Texas can grow cheaper silage and cottonseed meal, with milder winters aiding production. It envisions dairying complementing cotton, not replacing it, to keep farmers profitable.
