News notes Chinese, Russian and Danish naval movements and alleged sunken vessels near Humber.
Washington August 17. The Senate rejected a bill to admit foreign ships to coastwise trade by a 40 to 80 vote. Later the Senate approved a bill admitting foreign ships to American registry without coastwise privileges.
Victor Duras the American vice consul at Liege says German tactics favor night fighting. He notes heavy losses at Liege due to marching past forts in mass and Belgian resistance. Official reports from Brussels say Belgian forces halted German moves near Haelen Neville Tavieres and Eghezee and claim Germans are retreating as allies advance. French successes in Vosges and Alsace follow five days of defense with prisoners and machine guns taken. About 150 aboard the Austrian steamer Gaulsci killed or drowned after hitting a mine off the Dalmatian coast.
