Hearne urged as cotton mill across Brazos valley
The Bryan Weekly Eagle editorial cites Simm Lewis of Waco proposing a Robertson county cotton mill, urging local citizens to invest. It argues Texas cotton should be processed at home to boost profits, employment, and Texas cash flow, with Hearne as a prime site. It notes Texas A&M's dwindling textile program and advocates southern capital backing mills from Fort Worth to Houston.

Texas Adopts Record 60 Cent Tax Rate for 1917
Austin reports the Texas automatic tax board sets a total tax rate of 60 cents on the $100 valuation for the 1917 fiscal year, the highest ever and the maximum allowed. The 35 cent ad valorem, 20 cent school, and 5 cent Confederate pension taxes total 60 cents based on an estimated property value of $2.844 billion to fund $11.775 million in expenditures. The university appropriation is excluded, with a projected $2.5 million potential deficit unless construction delays occur.

Pension Funds Expect Small Increase in 5 Cent Tax
The 5-cent Confederate pension tax will yield $1,422,370 with 200 percent for collecting deducted, leaving $1,137,896 net. The total scholastics count was 1,246,862 last year and an increase of 40,000 to 50,000 is expected this year, roughly reaching about $7 per person in index terms. This net amount may support a pension increase.
First Year of War Cost Ten Billions
Washington reports the first year of the war will cost about 10.74 billion dollars excluding loans to the allies. Secretary McAdoo asks Congress for over 6.5 billion in extra revenue. The revised tax plan yields about 1.5 billion, with a 5 billion gap to be covered by levies or bonds. Additional department estimates push total needs above 1.0 billion, on top of over 2.0 billion already appropriated since the war began. Major items include 350 million for the shipping board and 288 million for the navy. An 11 million request funds a food survey under pending legislation.
