Rumor of Four Dukes Regency in Moscow over Nicholas

A sensational report from Moscow claims Zemstvoist and Doumaist factions favor a regency for infant Grand Duke Alexis Nikolaievitch under four Grand dukes. The Moscow meeting was supposedly barred.
