Reports indicate tensions rise over a bombardment incident labeled as a domination struggle in Venezuela. Diplomatic channels show no official information on negotiations, while details surface in Berlin.
Minister Bowen has presented to allied representatives a plan to lift the Venezuelan blockade as a prerequisite for negotiations with the powers over foreign claims. London Berlin and Rome were wired with the proposal as negotiators await the powers' reply and a joint counter proposition. Bowen holds authority to handle all foreign claims and has briefed President Roosevelt but no further steps will occur until initial obstacles are cleared.
Berlin reports show no orders given to bombard Fort San Carlos and no confirmed bombardment details. Officials cite communication failures via Curacao and Maracaibo as reasons for the lack of information. Washington confirms three German ships opened fire on Fort San Carlos on Wednesday, but results remain unclear.
