The district will not ban new wells but will adopt spacing rules aligned with other High Plains districts. Domestic or farmstead wells under two inches are exempt, with set distances between larger wells, variances allowed for hardship. No pumping restrictions are proposed and proration policy may require new legislation. Taxes: current proposal caps the tax at three cents per $100 valuation, using existing state and county evaluations.
