Briscoe creates new Texas Highways and Public Transportation Dept
Governor Dolph Briscoe signed SB 761 and SB 762 creating a unified State Department of Highways and Public Transportation. The new agency absorbs the Texas Highway Department and the Texas Mass Transit Commission with a $1 million startup fund and $15 million annually for two years. Public transportation, streets, and highways will be coordinated under Engineer-Director Luther DeBerry. Houston cited growth and mobility needs as driving factors.
