Allen B Hannay of 1199 Braward street in Houston was appointed judge of the new Harris County civil district court by Governor Moody The 38 year old Hempstead native studied at A and M College and the University of Texas earned his law degree in 1912 He previously served as county judge of Waller County and as a lieutenant in aviation during World War I He is married with two children and his father R E Hannay held local legal offices The governor filed the bill creating the new court which will take effect after 90 days pending any emergency designation
