The sixty second Texas Legislature wraps up amid a record 6.9 billion biennial budget and a 617 million tax package. Gov. Preston Smith calls a special session starting Tuesday noon. Other actions include liquor by the drink approval, a four percent sales tax, and a range of new levies on cigarettes, corporate franchises, and beer.
