Governor's committee proposes measures on education housing and rights
A Texas Governor's Committee on Human Relations urges withholding state funds from segregated districts and creating a Texas fair employment commission and housing department. It calls for a permanent civil rights commission with more funds, open housing laws, school lunch programs, a state minimum wage, and reforms in policing and jury selection. It notes 36 all Negro districts receive about 80 percent of school funding and cites Abner McCall urging federal court remedy.
