Postmasters to Move Under Civil Service Rules
Editorial notes that Washington plans place postmasters under civil service protections. Bristol Postmaster Coggeshall would stay in office, Kilton of Providence also retained, and McGowan’s nomination likely dropped. Civil service exams will replace political appointment, aiming for efficiency though upsetting Senators and Representatives. The Bristol public is portrayed as supportive of Coggeshall’s permanent post.
