Makeshift plans spark opposition to juvenile court overhaul
Rural legislators resist out of town experts in juvenile cases arguing locals know families and prefer a locally minded system. Citizens grow tired of stopgap schemes and demand a genuine juvenile court with trained social workers and experienced judges.
