United States Notes to Germany on Submarine Warfare
The latest U S note to Germany was cabled to Berlin last night and will be made public tomorrow. It politely but firmly rejects Germany’s proposals to curtail American rights at sea and demands reparation for the Lusitania disaster. The note also states the final stance on neutral rights and warns that future attacks endangering American lives will be deemed unfriendly. If responses satisfy the administration, President Wilson may address Britain’s interference with American commerce once Germany’s submarines comply with international law.

James B. Herreshoff Jr of New York argues for lightweight fast launches to hunt submarines. He says an 18 to 20 knot craft with three pound guns could patrol zones and drill holes in surfaced subs, costing about 20000 dollars each.
