Harbor Obstruction Decision On Rock Blockage At Harbor
Harbor Master Samuel C Ward reports a letter from Col S A Cheney District Engineer noting the War Department review found the rock obstruction near the Franklin Street station of the New York New Haven and Hartford Railroad not a navigation detriment since only small boats use the waters. The marking of the location is deemed the economical safeguard for small craft with appeals allowed to the US Board of Engineers for Rivers and Harbors by Jan 24. A government marker was placed on the west side of the old submerged stone pier after the Oct 24 public hearing led by May R F Fowler.
