Roadway Construction With Subgrading And Drainage Upgrades
Work on the block proceeded after a delay caused by the National India Rubber Company decision on routing a railroad. Excavation reached depth for 12 inches of gravel subgrade and 6 inches of crushed stone in two 3 inch courses. Subgrading produced a compact dust bound surface to bear heavy traffic. Three inches of stone with bituminous binder were applied on top. Underground water from an abandoned main required sealing. A stone drain under the south edge discharged into the High street culvert. Three catch basins and 18 inch pipe were laid at Franklin and High streets. Extra funds bought cobble cutters and drainage.
