Army maneuvers near Plattsburg discussed by Major General Drum
Army officials emphasize public briefing on First Army maneuvers near Plattsburg New York. Major General Hugh A Drum warns rapid troop movements alone do not guarantee victory and that ground battle skill remains essential for final decision in modern warfare.
War strategy and tactics in campaign leadership
The text contrasts strategy and tactics noting strategy guides large forces and rests with high command, while tactics governs battlefield fighting. It claims tactics and battle technique are harder to learn than rapid troop movements and mechanized swings, and thus more important for success.
Training Aims at Battle Tactics With Limited Field Time
General Drum emphasizes speed off the battlefield but warns it cannot replace fighting efficiency. He outlines seven days of field training focusing on how combat units respond after contact with the enemy. He stresses destroying the enemy’s command and supply systems to win decisively.

Leadership and the human factor in a machine age
The speaker argues that despite a machine age in war and commerce, success in battle rests on man. Personal leadership, courage, sacrifice, and trust in leaders drive efficiency. He cites Civil War legacies of Hancock Longstreet and Jackson to emphasize the leader's personality over numerical designations.
