Dulles Comments on Formosa Quemoy Defense Plans
Secretary of State Dulles declined to disclose if U S Seventh Fleet has orders to defend Quemoy as part of Formosa protection. He said military chiefs must decide and that issue may come up at the National Security Council later. Dulles described his talk with Chiang Kai-shek as significant but noncommittal and cited considerable but not spectacular forces opposite Quemoy as of concern. He expressed hope a general Pacific war can be avoided and noted ongoing European discussions with Livingston Merchant regarding European defense and substitutes for the European Defense Community.
