Washington September 1 Secretary Hoover said he favors the Work plan for oil conservation proposed before the American Bar Association in Buffalo. Work chairing the Federal Oil Conservation Board urged a nine member committee of industry, bar association, and government to draft a bill to curb oil waste. Hoover, a board member, said the issue is conservation and rejected registering the industry in the normal sense.
