Western powers propose ceiling on armed forces
United States, Russia, and China would be capped at 112 million, with France and Britain limited to 800,000 each, under Western plans presented to the UN Disarmament Commission. The proposal aims to counter calls for a one third across the board cut and suggests adjustments for other nations, balancing ceilings to deter fear of attack.
