The Senate approved a expanded civil rights bill with open housing provisions aimed at ending racial barriers in sale or rental of most housing. The measure includes anti riot protections and federal safeguards for civil rights workers, sending the bill to the House for action.
New Haven The Southern New England Telephone Co. may apply for a rate increase this year the company spokesman said on Monday. He cited wage hikes and rising equipment costs as factors in the study with the exact amount to be determined later.

The Bridgeport Auto Transit Company and Local 1396 of the Amalgamated Transit union announced a three-year contract. Wages will rise to 2.80 dollars an hour for about 30 drivers by May 1, 1970. The statement, signed by company and union leaders, cites public interest and good faith as reasons for the agreement.
Pumper Engineer Leonard B. D. Kershner, president of the Fire Fighters Local, asks Mayor Curran to resume pay talks that began in November and are described as badly bogged down. The next bargaining session is set for Thursday at 3 30 a.m. with hope the mayor attends. The union says negotiations stall over wages while non economic proposals are delayed. Curran has denied withholding bargaining and the city’s economic offer is called inadequate and unrealistic.
Americal Division troops in South Vietnam notched their second one sided victory in three days near Tam Ky, killing 78 enemy soldiers and losing two Americans in a 7 34 hour battle. About 29 GIs wounded. 450 miles northeast of Saigon. Other actions include a large engagement near Dong Ha, Khe Sanh bombardments, and air raids in North Vietnam as part of Enterprise and Saratoga operations reported in Saigon sector.
European speculators and hoarders extended heavy gold purchases Monday, convinced bullion is safer than paper. Renewed central bank statements that prices would stay steady influenced London Paris and Zurich markets as demand remained strong.

The Board of Education moved to implement a federally funded breakfast program for about 4400 pupils across eight Bridgeport elementary schools within two to three weeks. A $57,000 plant has been allocated, with eight schools named McKinley Waltersville Jefferson Roosevelt Longfellow Columbus Wilbur Cross and Franklin. The program, voluntary for students, aims to start at the new school year but depended on federal funding. last year breakfasts ran briefly at McKinley and ended in June. The board also asked Supt. Silverstone to reaffirm Bridgeport’s interest with the state coordinator to begin the program at the start of the upcoming school year.
Stratford Town Council approved five year leases for owners of cottages at Short Beach. Councilmen Walter Auger and Frank LeCardo abstained. Auger cited waterfront ownership and said a no vote would have occurred otherwise. The town aims to remove cottages via lease rather than court action to save thousands. In a separate action, the council awarded a storm drainage contract for the Cutspring road area to Sherbrooke Construction of Stratford for 40,242, with other bids ranging higher.
Washington AP Sen Fulbright pressed Secretary Rusk to define Congress role in Vietnam planning before more foreign aid legislation. Rusk agreed to return for further questioning at 9 30 am EST as Fulbright criticized prolonged testimony. Rusk said no final conclusions on steps and denied reports of dispatching 200000 more troops, noting policy currently under review.
