Atlantic City, N J. At the annual railroad convention chairman W J Tab lerton warned that obsolete locomotives and equipment raise freight and passenger rates. Authorities estimate a shortage of 262000 freight cars for current needs, with calls for a rapid mobilization of units to restore service.
