Teapot Dome leases and Navy reserve jurisdiction dispute
The 1921 Interior order, revoked by President Coolidge, set the stage for the Teapot Dome leases. Albert Fall arranged leases to Edward Doheny and Harry Sinclair, triggering senatorial probes and court litigation. Despite theories, actual control of wells in Reserve No. Wyoming could not be assumed pending Sinclair's Supreme Court appeal. Naval jurisdiction over the Elk Hills reserve in California, linked to Boheny’s Pan American Petroleum, was upheld as illegal by the Supreme Court, with jurisdiction assumed months ago.
