Washington AP reports a compromise civil rights bill is forming after six weeks of Senate conflict. Dirksen predicts a two part bill addressing forcible interference with civil rights and housing discrimination, with real estate brokers under a stronger, non owner driven ban.
The Army asked Congress for a near 1400 percent funding increase to deploy the Sentinel anti-ballistic missile system. An appropriation of 32.9 million dollars is requested for this year, with 22.6 million already available, to counter light attacks expected in the mid-1970s.

Viet Cong gun squads shelled Bien Hoa air base and other targets around Saigon before dawn. Fourteen killed and 25 wounded at Bien Hoa 15 miles north of Saigon as 122mm rockets struck the allied base. Newport port facilities, Tan Son Nhut, Thu Duc school, and U.S. forces headquarters also reported hits with American casualties noted.
President Johnson told the National Rural Electric Cooperative Association delegates in Dallas that the United States would not waver over Vietnam. The trip, Johnson’s first to Dallas since the Kennedy assassination, included a tour past Parkland Hospital and the assassination site as security kept tight.
Rep. Henry C. Schadeberg said the Army gave up trying to collect 70.21 from Vietnam veteran Ernest J. Wagner of Racine for an M14 rifle lost during service with the 25th Infantry. The move drew furor and prompted donations to his office to cover the missing rifle.

State troopers reported two men died when their car struck a tree on the Merritt Parkway near the Black Rock turnpike in Fairfield. Names withheld pending next of kin notification. one man from New Haven and one from Madison. A wheel reportedly detached from the car, veered into the next lane, causing the fatal crash in the eastbound lane about a quarter mile west of Black Rock turnpike.
State Rep. James P. McLoughlin urged Stratford and Bridgeport readers to keep open minds on the proposed cross Sound bridge from Bridgeport to Port Jefferson. He reviewed feasibility studies and the Connecticut Long Island Bridge Study commission setup, urging public awareness and a March 4 meeting and hearing plans.

The Graduate School council representing major universities urged abolishing college draft deferments and backing a random lottery for 19 year olds. It argued graduatestudent exemptions burden campuses, while supporting equal military obligation and a random selection system at natural transition times.

Thirty five young men took the oath as rookies before the Board of Police Commissioners in City Hall, attracting about 500 spectators.
