Future wars to be local affairs says Sec. Wilbur
Washington February 1 Secretary of the Navy Wilbur warned that future wars will be comparatively local affairs and there is unlikely to be another world war His judgment is that next wars will be aporadic and involve relatively few people and end quickly He said reasonable preparation is best to prevent war and diplomacy alone may fail to deter conflict He dismissed terrifying visions of gas attacks and airborne bombs as unlikely to blanket whole populations and urged balance between defense and offense to deter war He also noted it would be disastrous for a nation to sleep through tensions but reiterated that the world cannot prevent all local disturbances while aiming to forestall another world war
