Farmer says ban caused him harm in drainage case
Winsted December 22 AP says a state health order to remedy drainage that feeds into Crystal Lake, source of the town’s water, led Burton Monce to sue Winchester city for damages estimated at 3000 to 25000 dollars. Papers served on First Selectman William Kemp, returnable January in Litchfield Superior Court. Monce, a farmer, claims farmyard drainage altered the brook and deprived him of use of his land.
