Constitutional attack on state act over World War I extra costs
Hartford Dec 15 AP The constitutionality of the 1919 act shielding the Board of Water Commissioners from paying contractors more than their contract cited for extra costs during World War I was challenged. Allan K Smith argued the Twenty Fourth Amendment forecloses such relief while Samuel C Merhouve upheld the act to allow compensation for wartime emergency costs. The judge reserved ruling.
