Lodge Debunks Saigon Rumors He Won't Return

Speculation on his successor includes Arthur Goldberg and William Porter. Lodge, 64, is in his 17th month of a second Vietnam tour, and aides cite fatigue but note his fitness and arthritis. The unrest stems from civilian war effort dissatisfaction and Lodge’s November reorganization creating Porter as head of the so-called “other war” program to win hearts and minds.
