Minneapolis stands out this year as a rare model of municipal economy. A reduction in the tax rate for 1919 has been made. The size of the cut is not as important as the wartime squeeze keeping tax authorities from joining any broader effort.

Torpedo Patents Restricted to United States
The Navy obtained injunctions restraining the EB Bliss Company of Brooklyn from manufacturing torpedoes with certain improvements for any market outside the United States. The case centers on alleged disclosure of construction and operation details to Whitehead and Company of Britain, despite 1905 agreements and 1913 notices. The Bliss company argues the improvements were not the Navy’s and that prior torpedo features existed independently.
