Rock Island Plans Reorganization and New Preferred Stock
New York on June 23 Barron Financial News reports a tentative plan to reorganize the Rock Island system eliminating holding companies. The Chicago Rock Island and Pacific Railway would keep $75 million in common stock while $60 million to $76 million in non cumulative 7 percent preferred stock would be issued, with about $30,000,000 available immediately to collateral holders and New Jersey company investors at par in a 15 percent subscription. The plan outlines allocations and expenses including underwriting and reorganization costs. The broader rail construction and iron and steel activity remains buoyant with large rail orders and notable projects such as the Clarkes Summit Halistead cut off at Delaware Lackawanna & Western.

Supreme Court Affirms Interstate Commerce Power in Rate Case
The Supreme Court ruled the Interstate Commerce Commission may set zone based rate adjustments including higher freight rates from East to intermountain cities, overturning the Commerce Court finding that such power did not exist. Chief Justice White authored the opinion upholding the long and short haul clause as constitutional and within the ICC act. Panama canal benefits to be distributed by ICC says court
Washington June 23 The Supreme Court upheld the Interstate Commerce Commission in intermountain rate cases ruling the commission will decide how Panama canal water competition benefits are shared between railroads and interior points. Railroads had claimed long haul discounts, but court delegated to the ICC the authority to determine permissible discrimination and rate adjustments nationwide. Applications by railroads to modify long and short haul rates will be acted on once the commission reviews them and rules on reasonableness.
