Washington June 21 On its own initiative the interstate commerce commission began an inquiry into 52 railroads and shippers seeking five cent increases on both class and commodity freight rates The commission denied reopening the old advance rate case and hearings will begin this fall The action aims to determine if new tariffs are needed to support proposed higher transportation costs and required facilities while preserving service levels
