Common Council Proceedings 1909 City Finances and Public Works
The June 7 1909 meeting notes the mayor's annual message detailing city finances including debt, sinking funds, and recommended departmental controls. It covers street paving methods, harbor line plans, bulkheads, bridge progress, park expansion, sewer study, tuberculosis efforts, fire and police departments, library, and proposed sale of the cremantory site plus reduced trolley fares efforts with the Connecticut company. The report urges prudent budgeting, cooperative city railroad relations, and forward planning for enduring public improvements.
Charter amendments examined by the principal speaker
The speaker outlines proposed reforms including replacing the common council committee with a street paving and sewer commission to award contracts. The commission could contract work or direct it via the director of public works. The act’s term limits allow gradual substitution, with one member replaced yearly. City attorney appointment by the mayor is praised as an improvement, and debate may continue over the city engineer appointment. The conclusion cites efforts to improve matters during the administration despite limited progress due to uncontrollable factors.
