New Social Security Rules Bring Wide Coverage and Benefits
New year's amendments expand Old Age and Survivors Insurance to about 10 percent more workers including farm operators and laborers. Farm operators and laborers gain coverage with new tax rules and reporting, optional coverage extends to many state and local workers and ministers, and eligibility for benefits rises as more people are included in the system.
Payroll tax plan extends to domestic workers and self employed
A proposed measure would tax domestic workers three monthly quarters at 2 percent from wages plus 2 percent from the employer, with the total remitted to the government. Housewives may pay the full 4 percent themselves. Self employed professionals, including funeral directors, are added to coverage. Workers receive social security cards and employers face possible prosecution for noncompliance.
