A census office report by Robert P Porter shows registered bonds totaling 1 173 749 250 dollars as of June 30 1880. The appeal speaks of Russia under autocratic rule, condemns despotism, and asks Americans for sympathy and aid. It announces comrade Leo Hartmann will travel to America to share their struggle and may publish pamphlets and lectures.
A heated essay in The American argues to end internal revenue taxes as surplus revenues grow and debt falls. It contends customs duties should adjust separately and cites 1880 81 revenue figures, savings from abolishing internal taxation, and calls for cabinet level economy to permit elimination by 1882.
