Schiff funds Sulzer impeachment trial testimony

In Albany on September 24 Governor Sulzer was allowed to use a $2500 check from Jacob H. Schiff as he wished, Schiff testifying that the designation on the back did not restrict the money to campaign use. Ambassador Morgenthau testified he gave $1000 without limits, saying he intended it to aid Sulzer but called himself foolishly generous. The impeachment articles allege that such contributions were stolen.

Tariff Conferees Agree on Five Per Cent Ship rebate and Tax Provisions

Washington Sept 24 after talks with President Wilson the tariff conference committee settled key foreign policy issues in the tariff bill. The main points include a five per cent rebate on goods from American owned ships with treaty safeguards and the defeat of a retaliatory duties provision. Policy allows reciprocity treaties and exempts several nations from discriminatory duties, with some countries yet to decide. Premiums from mutual life and marine insurers will be tax exempt, while the income tax exemption level remains unsettled between 3000 and 4000 dollars. An anti dumping clause vote was set for tomorrow as the conference adjourned at midnight with expectations to finalize the bill soon.
