Washington Sept 21 Major General Tasker H Bliss was named chief of staff of the army to succeed Major General Hugh L Scott who retires tomorrow at age 64. Scott will be recalled to active service and Bliss will oversee duties related to training troops in the United States with command details not specified by Secretary Baker.
General Bliss has served as acting chief of staff since General Scott departed for Russia. He will reach retirement age on December 31, and despite initial hints he might stay three months, the arrival of large American forces in France could require a younger officer to take on the burdens of the office.
