Progress of Education Across States in 1880s Growth

National Commissioner H N R Dawson reports 1876 87 to 1886 87 shows public school enrolment outpacing population growth by 1.6 percent, driven mainly by the South and especially the south central division. Southern whites fund schools with equal access for Black children, though compulsory attendance faces opposition. Primary instruction improves as inexperienced teachers give way to skilled staff and kindergarten methods spread. The report closes with pride in a strengthened common school system and ongoing support for public education.

The New York market opened with scarce commentary as trading remained intensely dull. Money fears linger with rates near six percent and lender fees rising to five percent on trusts and banks, while bullish sentiment persists and pockets of improvement appear in the West and South. Local markets show stagnant activity with wary holders, though some institutions buy Lake Shore for investment and lenders quote varied rates on Atchison and New England. Congressional changes to northern capital rules may reshape competition with Canadian firms, and New Haven stockholders discuss debt reduction and property improvements under a broad capital plan with no rush to action before 1899.
