Wealthy West Rye man held on cruelty charges
Moses Brown, 73, a leading West Rye resident, is held for the grand jury on two counts of excessively cruel treatment of his mentally troubled son Charles. Mrs. Brown testified the son suffered sunstroke and was kept chained in an ell cellar for about a year with limited air. She described head beatings and rotting wrists from chains. Brown denied the charges, saying he restrained the son to prevent destruction and when the son threw rocks.
