Governor urges council to act on key appointments

The governor complained the council planned not to confirm major boards and commissions, naming the prison and railroad panels among those at risk. He defended his picks such as Garrett Croppers for railroad affairs and Dr. L Vernon Briggs for insanity, urging prompt confirmation and noting delays harm qualified appointees. The council only confirmed Walcott and Bogue, leaving others unresolved.
