Gen Rosecrans's Position From Lookout Mountain Artillery
A Louisville letter to the Herald describes Gen. R. W. Johnson arriving from the Army of the Cumberland. Fortifications around Chattanooga are strong and Lookout Mountain is controlled by a Rosecrans battery on Stringer's Ridge. The 24 pounder Parrott rifled gun burst after limited use, limiting enemy fire from Lookout Mountain. The Tennessee River fords from Bellefontaine to Washington are guarded by Union cavalry securing Rosecrans's communications.

Confederate cavalry schemes threaten Union forces
Washington dispatch reports that Stuart aims to win a Lieut General commission by increasing his cavalry and triggering a large engagement to overwhelm Union troops. South conscription aids this plan as conscripts choose cavalry. Alexandria receives more contrabands. owners tell them to leave for winter. Naval orders shift officers among vessels Protea, Wachusetts, and Conemaugh. The Post notes five twenty loan subscriptions are sufficient for the year.
