Amid tight roll calls, 36 amendments to the treaty were defeated as Democrats faced a rare Republican split. Gore of Oklahoma and Thomas of Colorado sided with a few Republicans against many amendments, while 17 Republicans opposed the initial proposal but then aligned with Democrats on later votes. Final tallies showed 30 for adoption and 68 against, leaving ratification in jeopardy without satisfactory qualifications.
