Changing the Rules in Base Ball Governing Bodies Meet
New York November 20 base ball men from across the country gathered at the Fifth Avenue Hotel to debate next season rules. Detroit's potential resignation loomed while Cincinnati and Cleveland eyed league honors. officials from Boston Philadelphia New York Pittsburg Indianapolis Washington and Chicago attended. The joint rules committee voted down moving the pitcher's box to fifty five feet and rejected restoring the old high and low ball system. A compromise reduced bad balls per pitcher from five to four and abolished outs on foul tips while preserving foul fly outs. An umpire hit by a batted ball still grants the batter a base, and each club may field a tenth uniformed player in the end of every even inning, in addition to the existing substitutes. A proposal to allow over-running second base was rejected.
