The White House says a formal announcement will precede an early sailing next month after Congress opens. Delegates will join in discussions and settlement of principal treaty features, though they will not stay for the entire conference. Names of U S delegates will be announced soon and are expected to accompany the President.
A huge German fleet sailed from German bases and met the British fleet with American and French ships in the North Sea to surrender to the Allies. Reportedly listed vessels include battleships Kaiser Kaiserin Konig Albert Kronprinz Wilhelm Prinz Regent Luitpold and others along with battle cruisers Hindenburg Der Flinger Seydlitz Moltke and Von der Tann and light cruisers Bremen Brummer Frankfurt Koeln Dresden and Emden.
New England cities including Boston surpassed their United War Work quotas with large gifts. Canvassers worked early and late as Boston’s contributions pushed the region toward victory in the big Give fund.
Washington reports that the 26th New England and 42d Rainbow divisions remain part of the third American army, the army of occupation, though officials say their return to the United States will not be materially postponed.

London Nov 18 The first American troops to depart homeward under the armistice will be 18000 men stationed in England. The army expects to start the first shipload within a week and have all men en route to the United States within ten days.
The plans for clearing England of American troops are incomplete but aim to remove these men immediately as shipping becomes available. About 18 000 soldiers remain, with most aiding the British air force. American hospital units stay in England until a care policy for future illnesses is set, while headquarters believe few Americans will remain long in England as French hospitals can handle future needs.
The Supreme Court refused to review the case of labor leader Thomas J. Mooney who remains under sentence to die December 13 for murder tied to a San Francisco bomb explosion two years ago.
Washington county grand jury reports three true bills in the inquiry into Governor Horace F. Graham's term as State auditor. No announcement will be made pending action by State officials. Attorney General Herbert G. Barber declined to comment tonight.

Baker reportedly promises inquiry.
The Governor and prominent Massachusetts men plan a strict inquiry into the transfer of New England National Guard officers to regular units. Reports say returning officers from France have noted tensions over promotion and glory between regulars and the guard.
Henry B. Endicott will remain as federal food administrator for Massachusetts into the reconstruction period. He announced his decision after Herbert Hoover urged him to reconsider his resignation. Assistants A. C. Ratshesky and James J. Phelan stay, as does Mrs. Nathaniel Thayer who resigned as chair of the state’s Council of National Defence women’s committee.
President Poincare sent a congratulatory telegram to King Albert of Belgium on his Brussels entry and invited the King and Queen to Paris. King Albert replied that he would accept the invitation.
It is believed the force occupying territory evacuated by the enemy is temporary and will not affect plans of the War.
Washington dispatch reports Major General Kenley ordered all cadet aviators in training to choose between immediate discharge without commissions or completing their training. Those who finish will be commissioned as second lieutenants in the Officers' Reserve Corps. Balloon school candidates may also complete training before commissioning. Individual reviews will consider officers seeking separation.
President Wilson will attend the opening sessions of the peace conference after Congress convenes on December 2. Officials say the exact duration abroad is uncertain and the conference is not expected to assemble before late December at the earliest.
Plans for the presidents travel beyond attending the peace conference opening and pre congress discussions remain unrevealed. He will likely visit Paris for the congress, with possible stops in London Brussels and Rome.
