Exchange Moves to Curb Vicious Short Sales

The New York Stock Exchange adopted a daily reporting rule requiring members to disclose all stocks borrowed or loaned for customers by noon each day. The measure aims to curb short selling as markets decline amid fears of German-driven selling and public names of offenders may be published. The move comes as stocks slide 8 to 10 points and echoes concerns over government actions affecting German holdings.
