Salisbury Speaks on Behring Sea Pact Yet Offers No Verdict

Lord Salisbury has spoken by messenger but offers no clear position on Blaine’s closed season proposal for Behring Sea seals. The British stance shows no intent to delay unjustly, yet Canada and British North America resist a closed season, while U S officials weigh options and press for timely action amid sea patrol and compensation disputes.

Duty on Sweetened Chocolate Appeals Court

The Government will appeal a Board of General Appraisers ruling that sweetened chocolate may enter at 2 cents a pound. The Attorney-General says the case raises doubt whether the duty should be 2 cents per pound or 50 percent ad valorem. If sustained, higher chocolate prices could anger consumers and provoke protest akin to duties on cottons and laces.

In a 5 to 4 decision the Supreme Court upholds the Northern District of New York ruling against EK G Spaulding and others, directors of First National Bank of Buffalo.
