Government edict announced from Washington by Provost Marshal General Crowder orders all men registered in the selective draft to perform essential work or go to combat. Boston and New England will feel sweeping effects as non essential industries, amusements, and sports are excluded from exemption.
Despatches from York report the government seized seven Boston cotton firms, seen as principal American representatives of the industry, amid plans to supply cotton to the German government. The move marks a bold action affecting major local employers and trade links.
Washington May 23. Two key steps move the nation to a war footing. Provost Marshal General Crowder issues a drastic draft regulation requiring every man of draft age to work or fight. Secretary Baker appears before the House military committee seeking authority.
German preparations for a resumption of the great offensive along the western front are reported complete and the Teuton legions await the command to strike. Allied leaders expect the blow in a few days with supreme confidence.
In the American League Cleveland defeated Boston 1 to 0 while St. Louis beat Washington 3 to 2 and Detroit Philadelphia games were postponed by rain. Chicago New York in a doubleheader had wet grounds. In the National League Boston edged Cincinnati 4 to 3 and Philadelphia beat Pittsburgh 3 to 2 with New York and St. Louis completing 14 innings in a later game.

Washington May 23 subscriptions to the Red Cross Second $100,000,000 War Fund today totaled about 20 million, bringing the nightly total to 63,949,611.
New England donors push Second Red Cross War Fund toward and beyond its $7,000,000 regional target. If the current pace holds to Monday night, the area will oversubscribe, surpassing its minimum quota amid strong regional support and tradition.

London reports Sir Henry Joseph Wood will become conductor of the Boston Symphony Orchestra. Born in London in 1869, he rose to prominence as an English conductor and organist and is said to bring many British works to the American stage.

Provisions issued by the provost marshal general apply only to citizens of military age from 21 to 31. Men under 21 or over 31 may continue in non essential occupations. Aliens of any age may also work in these occupations.
