Manila May 23 The rainy season threatens to halt large scale military actions for weeks as roads flood and mud slows troop movements. Aguinaldo may exploit the pause to consolidate forces, potentially compelling the Americans to abandon conquered territory and retool for a new campaign.
Filipino commissioners spent the day at the residence of American officials in Manila discussing government plans and guaranteed rights under U S rule. They asked about schooling and supported church state separation while seeking political liberty.
