London reports an audacious imperial scheme by the Kaiser to raise a Russian force for use against the Allies. Bolsheviks are warned that Russian cities must surrender. Lithuania has already been urged to support the Kaiser’s plan.
The Army announces a fresh draft of 51 600 men, raising total conscripts to 284 600 within 13 days. Four thousand five hundred New Englanders are ordered to Fort Slocum for processing and training.
Maine 500 men New Hampshire 300 Vermont 200 Massachusetts 3000 Rhode Island 500 Total 4500 All to Fort Slocum New York for induction with quotas allocated by state and sent to the fort.
The 10th Infantry chaplain Father Michael J. O Connor writes of being gassed by mustard shell in the trenches. A letter received in Boston yesterday confirms a slight wound and suggests the incident may be the one the War Department has delayed releasing official news about. Friends fear the government withholds details for weeks.
London May 14 The proclamation by Emperor William recognises Lithuania as independent and signals German plans to involve Lithuania in the war. The speech follows statements that Germany will seek equal interest consideration and Lithuania’s share in war burdens as part of broader aims.
The admiralty releases a graphic account of the Ostend action. Dunkirk reports Sirius about 2000 yards east of Ostend harbor entrance as the Vindictive moved through smoke to the entrance, a moment when the old ship seemed to rally.

Mrs Leba Spector was hurled head first from a third story piazza at 100 Third Street Chelsea when the railing broke while she hung out clothes. She died on the concrete walk below and two children nearby were seriously injured.
Mrs Spector died at Frost Hospital after an 8 PM accident on a piazza when a rain soaked clothesline broke under heavy wet garments. Her daughter Jennie, 13, and grandson Abraham Halatkin were injured and placed on the dangerous list. Witness Rebecca Abramovski reported the incident and sparked a city order to remove lines from tenement buildings.

Pro vost Marshal-General Crowder directs 24 states and the District of Columbia to furnish 51,600 men for general military service. Miss Esther Barton a 15 year old Lancaster girl employed as a domestic at M K Wentworths in Atkinson NH fought off a man named Willian Papsinos 22 of Newburyport after he asked for water and entered the kitchen. She escaped through a window and raised the alarm as police captured the suspect by the Little River bank and jailed him in Plaistow NH.
