A bill grants the president authority to regulate prices for food and clothing and to control coal and other essentials. The proposal would empower him to supervise production, seize factories and mines, direct railway traffic, and oversee market exchanges.
Senate and House conferees agreed on an army appropriation of about 280 million dollars for the regular establishment for the year ending June 1918 and on the Military Academy bill. They will tackle the war army draft bill tomorrow with hope of final action soon.
The conferees diverged mainly on a Senate amendment to expand the army General Staff from 6 to 91 and assign all to Washington, with a proviso for emergency use. They approved a 100 dollar monthly pay for training camp recruits and pursue quick agreement on draft and other disputed points.
Petrograd May 3 General Alexieff commander in chief of the Russian armies has arrived on the Riga front. An order of the day by General Brussiloff warns soldiers against relations with the enemy noting the enemy seeks to gain information on Russian defenses.

Early yesterday British forces pressed an intense assault on the Arras front. Despite German reserves and counterattacks, the British penetrated the Hindenburg line west of Queant, captured Fresnoy, and secured positions along a 12 mile front with substantial progress.

Mrs. Mary Josephine Dean of 1071 Beacon Street Brookline wife of Dr. John R. Dean serving with the Red Cross in France was found dead by gas asphyxiation in her locked chamber. She had complained of illness to her sister Mrs. Louise F Hayes the day before.
Ten thousand people packed Madison Square Garden to welcome the French warships escorting the French high commission. Flags waved, and cries of Vive la France were answered with Vive lAmerique as the French sailors received a grand ovation from American crowds.

Merton V. Small of Huntington Avenue files a libel for divorce and a bill in equity on grounds of alienation of affections against Mrs Farolyn V. Small. Medford officials voted the city bone dry after a midnight session. The licenses recommended by the committee for American Express Donahue Express and Horace W Ball were rejected. Initial 11 to 10 vote to refuse American Express and grant others changed on reconsideration to 12 to 9 against all three. Temperance representatives urged no pony express licenses.

Brigadier General Clarence R. Edwards, commander of the new Department of the Northeast, told 500 Boston City Club members at a dinner he would volunteer to join Massachusetts troops in battle if called to France. The room erupted in sustained applause.
General Edwards, welcomed by Governor McCall Mayor Curley and City Club members in Boston, delivers a forceful address. He warns that National Guard troops may be sent abroad and stresses sacrifices of those who go to the trenches and the difficulty of rebuilding units after each assault. He ends with a pledge to join if Massachusetts men go.

The administration asked Congress to authorize the President to regulate production distribution and prices of food and other essentials during the war. The sweeping bill, introduced by Chairman Lever, would allow action under the war clause of the Constitution whenever the national emergency requires it.
Proposals aim to fix maximum and minimum prices for food clothing fuel and other necessities and set regulations for their production. Authorities may requisition factories mines or other establishments if needed and compel holders to release supplies to ensure equitable distribution.
A blaze started about 9 PM in the basement of the Citizens' Gaslight Company office in the Faxon block on Granite and Hancock streets, Quincy. The fire caused over 50000 dollars in damage and drew a citywide alarm plus two Weymouth fire companies. Smoke from the flames threatened 850 moviegoers, sparking a near panic as they fled exits.

Washington May 3 An address to the American people in behalf of Irish home rule was adopted by the National United Irish League of America meeting with state representatives from across the country. The statement urges immediate restoration of an independent Irish parliament with powers similar to Canada and Australia and calls Irish Americans to support President Wilson. Michael J. Ryan presided and others were appointed to present respects to the President.
The imperial war conference in London, with delegates from across the empire except Australia, nears its end after debating broad issues. It declares dominions and India should govern foreign policy with an adequate voice in Britain’s relations, while Ireland home rule is not addressed.
