Fire Chief Defends Temporary Firemen Policy
Commissioner Wells argued that bending civil service rules can be justified to maintain fire service efficiency during emergencies. He opposed selecting temporary workers from the regular list and warned of risks in delaying action as 10 days remain before discharge of the December hires.
